UAX#9 Unicode Bidirectional Algorithm

The main changes are the addition of:
* a section on Bidi Conformance Testing
* the Bidi_Class BN to Rule X6 (removing certain characters from
Bidi processing)
* a clause in HL6 providing for mirroring of R and AL characters in
certain circumstances

issues. Feedback for both of these documents is solicited by August 3, 2009.
